This is because 40 was originally supposed to follow what is now Sam Cooper, but instead makes up the northern half of the beltway (the entire circumference of which was supposed to be 240) since the route directly through town was never completed. Oddly enough, the remainder of 40 throughout the state is numbered as if the road cut straight through town rather than detour to the north.
